Is the <body> element always the parent of the <p> element?
Why is the paragraph text set to 150% is equivalent to 24px? If a <p> tag is nested inside a <div> tag, and the div is set to 50px, then wouldn't the paragraph text me 150% of 50px?

The <body> tag is not always the parent element. Using the same example of a <p> tag inside of <div> tags. The <div> tag would be the parent element to the <p> tag.
