Is this "normalize.css" needed everytime i want to create a website?

Can i use it always when I want to create a website or is it made just for this tutorial?

You should always use normalize.css on every website you created because it makes browsers render all elements of your websites consistently and it makes your website follows the web standard. There is an alternative to that which is reset.css.

No, but it's a good practice to reset all things that are predefined by browsers. There are many various methods to do that not just normalize.css
