Is using int PageSize and int PageNumber kosher declarative code?

Is using int PageSize and int PageNumber kosher declarative code? I thought we should try to avoid using external variables. Is it okay as long as it's not being updated or that it's static? If so, should PageSize and PageNumber be FINAL variables?

Just curious on the best practices around this.

I guess hard coding page number 20 into the stream itself would make it less readable since you wouldn't know what 20 is or what companies.size() / 20 represents.
