It depends on what you mean by "good". But if you're just looking for a hosting service for one website that you'll be either using to learn HTML/CSS and play around with or a personal resume/portfolio site, then it is great.

Once you have a hosting server you can use a FTP program like Cyber Duck to upload your files to your web host and publish your site for the world to see.
