Issues with Console Launching

I have tried to run the console on the most updated versions of both Chrome and Firefox. I disabled addons for Chrome and did a full clean install of Firefox. I'm running on a Windows 7 desktop that's plugged in via ethernet.

Any ideas on potential problems?
