It keeps telling me I need to put the pies.html as the href for the second element but I clearly have...

Title pretty much covers it, this is working on lists and it keeps telling me that I need to put pies.html as the second href element

They want you to put the <li> tags on the outside of the <a> tags. You have the closing </a> tags on the inside but not the opening ones.
