Java Challenge Question Help

I'm new to the coding and Java, and the challenge question is quite confusing for me to understand. I'm not sure how I can implement the while statement and ++ increments as the question asks.

Here they are looking to add a while loop, and increment in the charge method:

  public void charge() {
    while (! isFullyCharged()) {
      mBarsCount++;
    }
  }
