I should probably rewatch the video but am writing this question to gain access to the forum.

json_string.py 
import json

def to_json(arg):
  result = json.loads(arg.items())
  return json.dumps(result)

It's a little bit simpler than that, you hast need to use the json.dumps() function to turn that python structure into a JSON string and return it. You could do it like this:

import json

def to_json(value):
    return json.dumps(value)
