You will need to pay for a domain name, I don't know anyway to get that for free. Technically you could host the site yourself but that is highly discouraged and expensive in its own right. Finding a cheap reliable host is your best option.

It is necessary depending on if you are doing this for fun, a work project, a school project, etc.

You could always use a free host, but I highly recommend buying a premium domain for $7 or so, and shared hosting. As Marcelo said, iPage is only $17 per year.
