Loading the partials

So, hypothetically speaking, can I, for example, make a footer partial and then load it to each html page? I mean, something like that you do with including/requiring files in PHP. Could this be done with Foundation and save the duplication etc? If yes, I'll convert from Bootstrap to Foundation immediately. :-)
