LOCALHOST PROBLEM

Can anybody tell me why my CSS doesn't work when i use localhost?????

No. I have just a basic index.php file. I opened it in localhost, I added some css ( I SAVED IT ) then i removed it and saved the file The problem is that the css on the page is still there and any css I add from there on has no effect
