Modifying header

At around 5:20....Zac said that you can dynamically change the header. How would you go about this? My current code is this: <?php function create_widget($name, $id, $description, ) {

  register_sidebar(array(
    'name'        => __( $name ),
    'id'          => $id,
    'description' => __( $description ),
    'before_widget' => 'div class="widget">',
    'after_widget'  => '</div>',
    'before_title'  => '<h3>',
    'after_title'   => '</h3>'
  ));

} ?>

Also for some reason when I add <div class="widget">' to my site like its suppose to be, that tag shows up in my on my site right about my header, and It breaks the layout and pushes everything else down. but when I take off the starting "<", it works normally.
