Must the button attribute be styled when styling the submit/reset attributes as it appears to make no difference?

I followed this video and styled the submit and reset buttons as shown. However, I don't understand why the button attribute is styled as I could see no reference to it in the HTML and when I commented it 'in and out', it made no difference?
