Although the framework help you to write less code, you still have to write a lot of it if you want to tweak or add more style.

Thanks. Is more valuable for employees to know building HTML and CSS ''from scratch'', or frameworks are much better and useful option for creating modern websites?

In my opinion, building site from scratch is the basic which every developers have to be able to do. When you can do it, using frameworks will speed up your development time.
