negative margin issue!!

Why does the (col) css have to go within the media query?

The reason to put anything inside a media query is because you want it to only take effect when the media query's condition is true. Otherwise, it is ignored.

Thank you for your answer! The reason why I’m a little confused is all we were doing was changing the layout from rows to columns so the media query didn’t really have anything to do with it!
