HTML How to Make a Website Creating HTML Content Include External CSS

Normalize.css....When I drag the file to be uploaded once uploaded, I'm unable to drag it into css folder. Any advice?

Any advice would help.

What I've found is that you can't drag and drop. You have to select the css folder, then click file, then upload the file. Then that file ends up going into the folder.
