iOS Build a Weather App with Swift Simple Data Structures Loading Files From A Directory

Not quite sure what this task is asking of me.

So i set the path to a constant named plistPath. Then it asks me to make an instance of plistPath in NSDictionary. Whats wrong with what I did?
