Instead of using ".contact-info li.phone {}" could you use ".phone" and apply that to any phone number on the site?

Yeah sure. If you're developing a site that will have multiple phone numbers on various pages or even on the same page but just in multiple places you of course can create a separate class for styling all the phone numbers and in fact that's pretty much what you would wind up doing in the real life situation if you wanted all the phone numbers to have the exact same styling :)
