<?php bloginfo('name'); ?> is returning "WP Local Test Site" on the site page instead of "My Portfolio" as in the video.

Otherwise the modified site seems to be functioning correctly after porting static index.php code to header and footer php files and replacing html code with php function calls as directed.

Am I doing something wrong, or has project code just changed since the course video was made?

Hi,

bloginfo('name'); displays the β€œSite Title” set in Settings > General in wordpress admin area... So you can have anything there and you can update it without updating code - your code is dynamic and displays always actual Site title set in settings...
