Wow, just 3 hours ago someone had nearly the same issue! I'll repeat what I told them:

You have some empty elements in this code, but there aren't any like that in the code provided by the challenge to work with.

All the steps involve enclosing the existing code in containing elements, so something was either added or deleted at some point that was not in accordance with the instructions.

I suggest you start over, and perform each step being careful to do only what the instructions ask for.
