I'm still new so this might be confusing for you it was for me back then at least, there you go:

def covers(set_of_topics):
    listt = []
    for keys, values in COURSES.items():
        if values.intersection(set_of_topics):
            listt.append(keys)
    return listt
covers({'PHP'})
