it says i need to have the <a> attribute inside The <li> attribute.

You CAN'T have an anchor element wrapped AROUND the <li>. It quite literally needs to be INSIDE the element for it to work. Now the link is ''attached'' or anchored to the list item. Like so
<li><a href="cakes.html">Cakes</a></li>
