Problems with my well class

i am having problems with my well class, i am running bootstrap v2.3.2 and after following the code it seems like the class does not apply to the sign in portion of the page. It still shows white instead of having the grey border, has anyone else had any problems with this and if so how did you solve it?

Is your bootstrap css being loaded at the top of the page correctly? What folder is the bootstrap file in?
