proguard-rules.pro file missing

Trying to do the file update, however, the "file" doesn't seem to exist in Android Studio. Any help would be appreciated

That file is a user generated file that contains rules that are specific to your application. You can find more information on that here on stackoverflow. Let me know if that helps your or if you need more assistance.
