Publishing webkit app to the app store?

Hi iOS people! I'm here to ask you a few questions, as I am a PHP developer wanting to develop my app in my language!

I stumbled across webkit in Swift and I wound it to be very simple to just add a url and display it. So if I did that with my site, i would have an app just like that. But, it needs to be accepted by the app store!

How can I release an app like that? What does the acceptance process look like? Do I explain to them what I am trying to do?

Any help is great, thanks!
