Question about Challenge (puppies vs mature_dogs)

For this challenge, it starts by saying it created an index with the following code:

is_puppy = office_dogs.age <= 0

puppies = office_dogs[puppies]

Shouldn't the second line be

puppies = office_dogs[is_puppy]

It's not clear what the context is, or what the overall objective is. Can you provide a link to the challenge page?
