Question about Super Admins and Administrators in WordPress

It was mentioned that that the difference between the super admin and an administrator is whether they have the ability to control a network of WordPress sites versus just a single site.

Additonaly, was mentioned that WordPress has the ability to create networks, or multi sites, which is basically a bunch of connected, but independent, WordPress sites.
