Question: Am thinking about if the user selected an a country the city option changes and you can select the country....

Question: Am thinking about if the user selected an a country the city option changes and you can select the country that lies within that country. Is this possible using only HTML and CSS? or it needs JavaScript too?

The following Links are a great start. I would recommend you get a basic understanding of JS and Jquery. using the links that Robert posted.

Once you have done that, you would need to do a little research to look for something long the lines of what your trying to do! if your starting out, Please try as hard as you can do not find a code already like this and copy and paste. Try to write it your self, so next time when you do copy and paste, you understand what is going on :D
