question is not very clear, I tried multiple times but not getting through.

I provided the following solution

angular.module('foobar', []).controller("coolCtrl",['$scope', function($scope){ $scope.addContact=function(){

}

} ]);

app.js 
angular.module('foobar', []).controller("coolCtrl",['$scope', function($scope){

  $scope.addContact=function(){

    }

}
]);

Although you should use brackets if you're going to minify your code, the question wants the second argument to be an anonymous function. But your code is valid, just not for the question being asked.
