REPLACE() with string literal and single quotes?

In this video, the example provided was REPLACE(state, "California", "CA"). Is this a scenario where we would use single quotes typically? I'm still trying to understand string literals vs identifiers and usage of single and double quotes.

I don't think SQLite cares, so you can use either type of quote. But for future use of pickier databases, both of the quoted arguments are literals in this case.
