Seeing changes on Git Desktop

Hello to all. I am new to the world of GitHub and Git Desktop and am looking forward to getting up to speed to begin to manage my team of programmers in a better manner than how we are currently working. I just took the introductory workshop and have two questions:

(1) What is the difference between GitDesktop and & GitHub. (I understand that on GitDesktop it seems that you have the opportunity to see where your code changes are taking place and communicate it to the team?)

(2) Why is it that when going to my HTML pad editor and making changes in HTML files, that the changes are not flagged in Git Desktop? Strangely, when I close the application and re-open it, all the changes are properly reflected.
