Shift + shortcut does not work?

Did Adobe change the shortcut to toggle through all the blending modes?

this shortcut is also used on some of tools, meaning that you will change the tool's blending mode and not the layer's. for example, if you select the paint bucket or the clone stamp tool, you will see the tool mode changing in the upper toolbar, but nothing will change on the layer. if you select the move tool or the crop tool, the layer blending mode will change, as these tools dont have blending mode on their own.

It's still the same short cut to cycle through blending modes. Make sure you have the correct layer highlighted. If it still doesn't work you can check your Photoshop shortcuts in edit and preferences to make sure that yours is the same.

Just make sure you have the correct layer selected along with the move tool then try it again.

You can also select the layer, select the blending mode and be sure it's highlighted, then hit the up and down arrows on your keyboard to toggle between layers. That worked for me.
