Shorthand for headings

Why do we use 400 for font-weight property in headings shorthand when we had normal before? Shouldn't we use normal instead of 400?

The keyword "normal" conveys the value 400, so "normal" and "400" can be used interchangeably.
Similarly, "bold" is the same thing as 700.
