So there is no such thing as "Open" in MySql, just "Import and Export"?

Tryin to understanding how to use sql files and databases.

So there is no such thing as "Open" in MySql database. When using MySql Workbench or PHPMyAdmin the way we "Open" a database is by getting a copy of the Exported sql file and then importing it into whatever program we are using?

So if created a database using MySql Workbench locally and wanted to open it up in PHPMyAdmin locally. I would need to export it from Workbench to sql file, then import it into PHPMyAdmin?
