How do I represent standalone sections of body content. <section> is not working.

You're using the correct tag, but you haven't enclosed all the content between the header and footer elements.

No, there's only one, but it needs to enclose everything between the header and foooter.

Where you placed it leaves out the h1 and a paragraph.
