Still Get 404 error with .htaccess Setup

First, I need to clarify i'm not using Treehouse Workspaces for some reason. My PHP is setup correctly. I have tried all the tutorial before and it worked. Unfornately, I save index.php and .htaccess with the same directory. The link look like this "http://localhost/Basic%20PHP%20Website/index.php/hello/asdas". Why doesn't works?
