Super Admin has ability to control a network of WordPress sites ?

Dear Friends,

it was mentioned in a video tutorial https://teamtreehouse.com/library/super-admins-and-administrators-in-wordpress

that Super admin can control a network of WordPress sites vs Administtrator ust a single site.

If you could explain what is meant by that?

1)Means that Super Admin can install and control many WordPress through a common control Panel? 2)Means that Super Admin can instal many sites and control thsese from different control panel each site?
