Is there a way to write swift code for ios Development on a Windows PC ?

The easy answer is no.
While Swift is open-source now, Xcode is the only true IDE for writing Swift Code. There are some hacks on how you can mimic Swift development using VMs or Cloud Macs, but as Thomas says in his Answer, if you want to focus on iOS development, you're eventually going to need to buy a Mac, sorry.
