The behavior of developer tool in Chrome

I just note that I can disable JavaScript only if developer tool is on. When I close it the JavaScript is back enable.

to permanently disable javascript in chrome, do not go to developer tools but instead go to the 3 dots at the top right of the browser > setting > advanced (at the bottom of the page) > content settings > javascript > blocked (or 'allowed' to enable javascript again)
