The footer menu doesn't show up in the mangage locations admin area but the template appears in the browser.

I have removed the functions file from the file structure and the footer menu still appears. So my logic is that the error is in the function.php file but I can't see it. I have followed the tutorial precisely and search the internet for a solution but I haven't been successful yet.

Without seeing a website or code or anything... I can only guess that perhaps the page is being cached?

If you could post the functions.php file code that would help rule that out.
