The content inside of main should not only be the main content of the page but also content that is unique to that page. In this case I think the paragraph is intended to serve as a sort of sub header/banner text that may appear on various pages.

I think this teacher is explaining from the bottom to the top, From not important tags to important tags. Why didn't added main in the beginning. It would be easy to understand.
