Trouble to create a controller in Laravel

Can anyone met this problem before?

[InvalidArgumentException]
There are no commands defined in the "controller" namespace.

when I try to create a controller by typing "php artisan controller:make WelcomeController --only=index" in terminal, I got this weird error. I can not figure out what happen.

What happens when you run?

php artisan

Also - are you using a global or local composer setup?
