You need to create a style.css file in your twentythirdchild/ or as the video shows, twentythirteenchild folder and follow the video in designating the proper comments in order to associate child belonging to a parent theme.

If you are referring to parent style.css. This would be located in twentythirteen\style.css within your themes folder.
