ul items not steel blue

h2 renders fine in the page, however, ul does not, it should be steel blue.....here is my css code:

h2 {

color: steelblue;
padding-bottom: 10px;
border-bottom: 2px dotted;

}

ul { color: white background-color: steelblue; }

and my html: <!DOCTYPE html> <html> <head> <title>Adding CSS</title> <link rel="stylesheet" href="css/style.css"> <style type="text/css"> h1 { color: white; background-color: #E14607;

}

</style>

</head> <body style="background-color: #BDD4DE;">
