Unable to create organization with IBM Cloud

My region is Sydney and I'm getting this message on my dashboard: You don't have access to any organizations or spaces in this region. Check that you have the appropriate access with your account owner or administrator. Hoping for an explanation on this matter and I apologise in advance if it may seem obvious to you as I am fairly new to this.

Nowadays it doesn't look like you need to. You can just jump right into "Catalog" at the top.
