Unable to get the "connect action" state to work

When control dragging the Tap Gesture Recognizer into the @IBAction func, I don't get a "connect action option"

click control then drag from "tap Gesture recognizer" from Playlists scene, not from window view or placeholder of the image to @IBAction func showPlaylistDetail
