Understanding the interaction that is occurring in this array.

On the last code challenge of this particular course the following code was used to insert information about genre into an existing array. I fail to understand how the parts of the array are being selected. i.e. $item['genres'] selects the item array and the key of 'genres'. Now this could contain another array, however, I don't see what function the $row variable performs in selecting a further part of the array?

   $item["genres"][ $row["genre_id"]] = $row["genre"];
