Using RewriteRule isn't working for me

I am using Dreamweaver CC, I am on the Enhancing PHP Application track and the videos about Introducing Rewrite Rules. I created an .htaccess file in a plain text editor (not dreamweaver since I couldn't figure out how) and saved it to my htdocs folder. I cant seem to get it to work, what am I doing wrong?
