VM - Best options

So I did a search on Vagrant and noticed several other threads on StackOverflow making mention of Docker. Being completely new to both Vagrant and Docker I wanted to know if one is better for the job instead of the suggested Vagrant + VirtualBox combo for maintaining environments.

Honestly I probably wouldnt even use a vm. for rails development I prefer to develop in the cloud using cloud 9 instead of using a vm.

I find it less clunky and less error prone. its very easy to get started as well. Its nice to be able have the same development environment regardless of where I am or which machine I am using

+1 on Cloud9, and a few more worth mentioning.
