Web hosting for UK social network

I am launching a social network website from the UK. Would I be better off purchasing web hosting from a UK based company (i.e. 123-reg) so I can receive fast support and also avoid any legal issues?

Also, I have purchased the 'student' hosting Nick Pettit recommends in this lesson, but how much download/upload capacity does this have? How soon should I be looking to upgrade, and what sort of numbers would be in the range I am looking for?
